    It would be most interesting to see a 6month interim report of Calendar year 2013 to see if there really is a lingering problem. Lets put a little analysis into this:

    The period in bold above represents the fiscal year 2011 overhang for which the TOTAL Jadco testing budget was ...tah dah...US$62K!!! At US$350 per kit (not counting people cost and infrastructure), just how many tests could Jadco be expected to do? They were given a basket to carry water. The FY 2012 budget for testing was US$550K and for next year FY2013 is US$630K. Clearly they were depending on the IAAF to do the OOC monitoring and the IAAF did cover 37 athletes, 7 of them intensely. Jadco also did 10 OOC tests (all sports) in Feb 2012!

    The Budget year starts in April and disbursements effectively start in May. Just look at the explosion of tests for the last 8 months of the year! Talk about pent up demand! Anne Shirley started in June/July of 2012, but was involved from at least a year before on interim committes, etc.

    So, it seems to me that Jado tested when they had money and resources and if any big blame, it should go to their funders. The GOJ of course would have many other priorities after elections, not least of which would be securing an IMF agreement!

    Now, with the current hullaballo, only an intereim report for 2013 can tell us if something is rotten or if testing continued at the new higher rate seen in 2nd half 2012!
