Ghana midfielder Sulley Muntari and Portsmouth are still to agree personal terms over his £7m move to Pompey. Muntari, 22, said earlier this month he expected to join the Premiership club.
"It's fine-tuning, just minor details, but we're hopeful they'll be completed in the second half of this week," said Pompey chief executive Peter Storrie.
"He's a very good player and wants to come here but negotiations which, in this case, have been long, don't happen just like that," added Storrie.
If Portsmouth do conclude Muntari's transfer the deal would dwarf the £4.4m record fee the club paid for striker Benjani Mwaruwari.
Portsmouth manager Harry Redknapp is a long-time admirer of Muntari but was not prepared to pay the initial price tag of £11m in August 2006.
Redknapp has also confirmed his interest in signing Lyon midfielder Alou Diarra and Rennes striker John Utaka.
France international Diarra, 25, would cost around £4.5m and Utaka, 24, is priced at £5.6m.
