It is indeed an art,gone are the days when wealth is fully explained by income,it has now been accepted that to how de tings set,drinking champagne with only beer money isn't eye-catching.
Some strange legal maneuvering regarding the case in the article,likely swept under the rug as dereliction restricted to municipalities..but it is more entrenched. .
