Clearly the views of someone....
(1) Ignorant of development economics
(2) Unaware that Jamaica has been "building out the tourism industry" since the 1960s -- With the result being a broke-ass economy ABSOLUTELY DOMINATED by low-skill jobs operated overwhelmingly by low-skill workers. That's what JA tourism needs for its "success" while the country is in a shambles
(3) Misguided in the belief that doubling down on a long-term, failed 1960s strategy will somehow, magically produce 21st Century success
