There are applications out there which will allow you ro resize pictures. I like this one : FastStone Photo Resizer 2.8 and it is free.

You open the picture in the application and choose what percentage you would like to have it reduced and it will do it.

Other applications (photo editing) like Gimp or Paint.Net allow you to open the image and crop or resize. Both are also free and can be downloaded from Download.com.

This is regarding MS office picture manager....how do I make a picture small enough to be uploadable? the photo on my hd is 2.6 MB while the max size that can be uploaded is 97 KB... is re-sizing good enough? I tried but it didn't work.
