Given the disparity in the times however and the net +1 differential between the windspeeds.. mi feel seh yuh clutching at straws.. mi not even gwine entertain yuh lane 4 VS lane 6 scenario.. mebbe if yuh was comparing lane 1 to lane 8..

Design

Tracks must meet a specific length, width and radial distance. Track widths should be constructed in an east to west direction. Tracks should also be built so straightaways are parallel to the wind. The standard width of a track usually falls between 70 m and 104 m, while the length often measures from 170 m to 193 m. Some tracks may have raised metal curbs instead of a painted line, or flush curb. Tracks used primarily for high school competitions usually have a flush curb. These curbs are less costly and deemed safer. NCAA competitors, and world renown athletes, must compete on a raised metal curb, as stipulated for any record set to be deemed a world, American, collegiate or NCAA record.

Dimensions

The minimum distance measured along the measure line of lane 1 for a track must total 1312.34 feet. Equal quadrant tracks use a single radius design, allowing for 1.067 m for each lane. For equal-quadrant tracks, an eight-lane track must have 183 m by 83 m dimensions while a six-lane track requires 179 m by 79 m dimensions. Equal-quadrant tracks measure 100 m for each straightaway and 100 m for each curve. Non-equal quadrant tracks must have two straightaways measuring longer than the curves with the curves having equal radii. The International Association of Athletics Federations, or IAAF, track consists of two 36.80 m curves and two 84.39 m straightaways. Double-bend tracks have two straightaways of equal distance and curves holding two different radii. A double-bend track is often more economical because it can be used for a broader range of activities within the turf.

Types
The American Sports Builders Association, which sets standards for construction of sports facilities, identifies four basic types of 400-meter oval running tracks:

On "equal quadrant tracks," each straightway is exactly 100 meters long, as is the inside lane of each half-circle.

On "non-equal-quadrant tracks," the rounded ends can be longer or shorter than the straightaways; however, each rounded portion of the track should be no shorter than 86.2 meters and no longer than 124.5 meters, according to the ASBA.

The "IAAF track"--whose specifications are set by the International Association of Athletics Federations, the governing body for world track and field--has two straightaways of 84.4 meters each and two curves of 115.6 meters each. This is the track used in the Olympics and world championships.

On "double-bend tracks," the rounded ends aren't perfect half-circles but are slightly flattened to create more usable space in the "infield"--the area inside the running lanes--for field events.
Sprint Areas
On most tracks, the running surface of at least one of the straightaways extends beyond the points where the curved sections begin. This allows straight-line sprint events such as the 100 meters and 110-meter hurdles to be held on the track. On an IAAF track, for example, one straightaway of the oval must be part of a straight strip at least 130 meters long.
Lanes
A standard running track has eight lanes, numbered one to eight, going from the center outward. Each is 1.22 meters wide--a figure that seems odd on first glance, but that comes out to exactly 4 feet. The official length of the track is measured on a line going around the oval, 20 centimeters from the inside edge of lane one.
Consideration
Because of the rounded ends, the circumference of the track gets larger with each successive lane. A full lap in lane eight of an equal-quadrant track, for example, is actually about 54 meters longer than a lap in lane one. For this reason, runners start from "staggered" positions in races in which they must stay in their lanes around curves, such as the 200-meter and 400-meter sprints. Runners on the outside lanes appear to get a "head start," but their distance to the finish line is the same as that for the runners on the inside. In loger races, such as the 1,500 meters, runners are not required to stay in lanes, so staggered starts are not necessary.

Also, Yohan Blake ran the race on a very wide track… almost a 125m curve/75m straight compared to most tracks being 116m/84m (see the runners compared to the Beijing track – photo below). OK here goes;

Bolt was lane 5 not lane 4, so the disparity in lane draw is very small, except that Brussels has a very wide turn as shown earlier and so Yohan had an easier time than normal negotiating it. Add to that that Bolt did it after full rounds of 100m and 200m, so was far from fresh.

Down to the numbers, if you use the provided JR Murieka calculator, you get wind/lane adjustment for Bolt at 19.175 and Blake at 19.318....big difference. Factor out the reaction times for Bolt and Pearl respectively of .133 and .269 and we get Bolt 19.042 and Blake 19.032 as actual running time.

Blake has the upside of actually running a better distributed 200m race, but the downside of having to deal with 5 rounds before the London Finals and running on a 100% certified IAAF competition track with tighter curves. The longer iaaf straight will be a plus for Blake though. Bolt cant expect to havethat great reaction time everytime.

Looking at history, Blake has a bad start and no 100m reaction time faster that 0.18s and no 200m reaction time faster than 0.20s. Bolt can expect a "normal" 0.15s reaction.

Thus if I factor in all these things, the "final" honest time expected from these runs in normalized conditions would be 19.192s for Bolt and 19.249s for Blake...asuming the ideal reaction times I gave above and adapted for 0 wind and lane draw compensation.

Having said that, I expect both to improve and have Bolt at an 18.9-high potential and Blake at a 19.1-low potential with their normal averge starts.

when the record does not factor reaction time, then and only then, has blake run faster than bolt. until then, he has the second fastest 200 m, punto final.

I am not interested in racing record.. that is for IAAF..

My interest lies in human achievement in the area of physical speed over distance... not who might be hard of hearing...
