The same type of thinking that created a problem cannot be used to solve the problem.

Lennox Gayle of JADCO disciplinary panel, said, "having reviewed and listened, and bisected all evidence in this matter, and reading the submissions of both councils, the panel arrived at a unanimous decision and it is a decision that Mr. Powell was found to be negligent and that he was at fault, especially since he is an elite athlete, so the period of ineligibility will be 18 moths, starting from the date of the position test."
Gayle said the ban will up on December 28, 2014.

I wonder how much force he had to exert from his biceps to bisect all of that evidence.

IAAF spokesman Chris Turner declined to comment on Powell's punishment, saying only: 'This is a legal process following IAAF rules which are in accordance with those of WADA (the World Anti-Doping Agency), and the IAAF does not comment until cases are closed.'
Turner added: 'This case concerns an international athlete and the full, reasoned decision of the member federation has to be sent to the IAAF and considered by the doping review board.'

As an athlete, I took a legal supplement—Ephiphany D1. As it turns out, that supplement was contaminated with oxilofrine. My team commissioned two private laboratories that confirmed that oxilofrine was present in the supplements, despite it not being listed as an ingredient on the bottle nor on it’s website. I would also like to share that upon realizing that the supplement contained oxilofrine my team made contact with both The World Anti-Doping Agency (WADA) and The United States Anti-Doping Agency (USADA) who not only ordered samples of the supplement from the manufacturer, but also tested and confirmed our findings. The USADA has also since issued a warning on their website for athletes to avoid the product as it contains banned substances. http://www.usada.org/forms.asp?uid=3588

I actually think they were negligent. In today's day and age with all the news going around about drugs in sports, why wouldn't you get the suplement tested before you start using it? Why would you totally rely on the manufacturer? Now suppose steroids or other performace enhancing ingredients were in the supplement, do you just plead ignorance or blame it on the manufacturer? He is makinf enough money to do get them tested before...Him or Franno and crew should have tested it but Franno said he never authorized the use and there goes the problem...him lucky the ban wasn't longer.

Thats where you miss the boat ,does negligence mean enforcement should be overzealous ? apparently you do with a statement like dem lucky ! again keep an eye on Tyson Gay with the hard stuff.
