1-2% would be more than adequate...as the aim must be to improve the quality of players and play such that there shall be multiple good deals each season.

Transfer fees
Let's revisit it.
Should there be a 5% transfer fee to the DPL leage for players who transfer? It could be used to upgrade the league and development.
No the FA shouldn't get it but I think the League Association should. We shouldn't be like the MLS where it is evenly shared but a little tax on some of those transfer few could help.
