Steven Gerrard scored his first Carling Cup goal of the season to give Liverpool the advantage in the semi-final, and inflict a second successive home defeat on Manchester City.
The captain stroked home a 13th-minute penalty after the desperately poor Stefan Savic had up-ended Daniel Agger in the penalty area.
City, who lost at home to rivals United on Sunday, were below par for much of the match and rarely threatened Pepe Reina's goal.
At the other end Joe Hart pulled off two world class saves to keep the tie interesting ahead of the return at Anfield.
