    There was a court order from the Brasilian supreme court to FIFA for water breaks.

      There was report that said FIFA had rules in place for "Water Breaks".

        Referee in USA-Portugal grants first ever WCup water break

        In the 39th minute of the USA's clash with Portugal in Manaus, midfielder Jermaine Jones limped off to get some medical attention for his tattooed knee. Referee Nestor Pitana appeared to use the break in play to call a discretionary water break — the first time this has ever happened at a World Cup.

              Sure if there is a real risk to the players then I would welcome the new policy.
              I always admired Jakans players for quickly adapting to thw frigid conditions in England,no doubt Itally is at a disadvantage more so than Ghana,besides,it would be perfectly alright if games are postponed....
              Jury still out on it...
