Southgate explains his decision here. Despite the author characterising this explanation as "bizarre" I think Southgate has to go with his instincts. If he thinks a player wont be a good fit, why take him and regret it later? Shelvey has no one to blame but himself - 'ead no good. Recall McCarthy made a similar call with Roy Keane - but Keane was in the squad. Southgate just wants to avoid that.
