ISSA is going to set up a 'Clearing House' similar to the NCAA system where every athlete leaving one school for the other must pass through.

Just like how JC took the 10th grade youth from Cornwall without even any paper works from Cornwall, that wont be able to happen in the future.

Additionally the sitting out period might be increased to two years instead of one. How many people with sit out two years?

If they increase the sit out rule to two years then the big schools are going to promise T&F students to take them to Penn Relays and Miami Classics for those two years (they are already doing that.) Yup, Wolmer's United and St Georges FC was a part of the problem that the Minister highlighted but JC SC is the main focus now. It's the JLP Senator versus the PNP MP Minister, the gloves are off.
