    Calder Hart, the controversial figure who figured prominently in the just-concluded Uff Commission, has been paid an estimated $6.3 million in salary and perks ($158,375 a month) from his chairmanship of five state boards since 2006, according to Finance Minister Karen Tesheira.
    Hart is executive chairman of the Urban Development Company of T&T (Udecott, which was the main subject of inquiry of the Uff Commission; Home Mortgage Bank (HMB); National Insurance Board (NIB); the T&T Mortgage Finance Company (TTMF); and the National Insurance Property Development Company Ltd (Nipdec).
    Tesheira yesterday answered the question that Dr Keith Rowley, whom Prime Minister Patrick Manning fired as trade and industry minister in April 2008, asked in Parliament on October 30, 2009.
    Tesheira said Hart earned a monthly salary of $85,000 as executive chairman of Udecott. This was increased to $90,000 per month by the Public Sector Negotiations Committee (PNSC).
    In addition to his salary, Hart is entitled to:
    • a motor vehicle not exceeding $424,000, exclusive of motor vehicle tax;
    • monthly $6,000 housing allowance;
    • monthly $500 land line phone allowance, plus overseas call supported by documentary proof;
    • provision of a cellphone and a monthly $500 allowance;
    • monthly $2,000 entertainment allowance;
    • group life plan with coverage of up to two times annual basic salary;
    • health plan—membership in Udecott’s health plan and an annual executive medical not exceeding $2,500; and
    • gratuity equivalent to 20 per cent of basic salary earned over the period of employment subject to deductions for tax purposes on successful completion of the term of engagement.
    From HMB, Hart earns $14,375 a month, a salary he’s been collecting since July 1, 2008. He is also entitled to foreign travel of $46,000 and a vehicle. “With regards to these benefits, the current chairman has not availed himself of the use of a company vehicle, or payments in lieu, thereof, and has not received any payments to date for foreign travel,” Tesheira said. “There is no provision for bonus payment for the position of chairman.” Hart’s monthly “fee” as chairman of TTMF is $9,000, which comprises a base salary of $8,000 and a $1,000 travel allowance.
    Tesheira said the chairman of NIB gets $10,000 a month and a $1,000 travel allowance. She said the chairman of Nipdec gets $9,000 monthly, which comprises an $8,000 director fee; $1,000 travel allowance, plus $500 for board sub-committee meetings attended. “From January 2006 to date, the total received by the chairman for attendance at sub-committee meetings was $4,000, representing attendance at eight meetings,” Tesheira said. She said there was no provision for bonus payment for Hart’s chairmanship of HMB, TTMF, NIB and Nipdec.
