        hmmm isn't this in effect how the privy council has prevented the death sentence from being carried out in jamaica.

        i don't have enough information but o the face of it, there is that possibility. my guess is that a discretion remains with the minister ultimately and the outcome could have bee different of the court of appeal haddismissed the habeas corpus writ.
