  • $92 million seized under Proceeds of Crime Act

    CASH totalling just over J$92 million and close to US$7 million has been seized under the Proceeds of Crime Act (POCA) between January 2007 and July 30.

    The cash was seized by the Fraud Squad, Organised Crime Investigation Division (OCID), Trans-National Crime and Narcotics Division (TCND) and the Customs Department.

    Other money seized under POCA included CAN$165,000 and £190,000.

    The Proceeds of Crime Legislation was enacted into law on January 23, 2007. The act allows the Police, through the Courts, to seize the assets of persons involved in criminal activity.

                THE police have since January 2007 seized more than $700 million (J$92m and almost US$7m) under the Proceeds of Crime Act (POCA).


                The constabulary, in a release yesterday, said the money was confiscated by different arms of the force — Fraud Squad, Organised Crime Investigation Division, Trans-National Crime and Narcotics Division — as well as the Customs Department.

                "Other monetary seizures under POCA for the same period include Can$165,000 and £90,000," the constabulary said.



                The Proceeds of Crime Act, which was enacted on January 23, 2007, allows the police — through the courts — to freeze, seize and forfeit the assets of persons involved in criminal enterprises.


                Last week, Police Commissioner Owen Ellington announced that the court would be moving to freeze the assets of former Tivoli Gardens don Christopher 'Dudus' Coke, who was last Thursday extradited to the United States to answer to charges related to gun and drug-trafficking.



                Ellington also announced that as part of efforts to clamp down on criminal gangs, the police would be looking to use similar legislation to go after assets of at least 20 other 'dons' who have been taken into custody in the past month.


                The police commissioner, who was speaking at a Private Sector Organisation of Jamaica breakfast at the Hilton Hotel, said that efforts would be made to trace, locate and strip the influential persons of their assets.


                He said papers have already been served on one of the 'dons'.
