I recall when Jimmy Carter, Colin Powell and the Carter Center crew were monitoring Jamaican elections a few years ago... they said in their WORLDWIDE experience of examining elections they had NEVER seen a "democratic" system as perverse & corrosive as Jamaica's Political Garrisons.
