    JEEP mystery deepens

    The mystery surrounding the Jamaica [COLOR=blue !important][COLOR=blue !important]Emergency [COLOR=blue !important]Employment[/COLOR][/COLOR][/COLOR] Programme (JEEP) has deepened this afternoon with the permanent secretary responsible for the programme admitting she is also out of the loop.

    This was disclosed in a press release from the Office of the [COLOR=blue !important][COLOR=blue !important]Contractor [COLOR=blue !important]General[/COLOR][/COLOR][/COLOR] this afternoon, following yesterday’s visit to the transport and works ministry to secure documents relevant to the programme.

    The OCG says following yesterday’s visit to the ministry and an interview with permanent secretary Audrey Sewell, the office is even more concerned about the programme.

    It says during the interview Sewell admitted she could provide the OCG with no further information regarding the JEEP or its projects, as she was being kept out of the loop about the Programme.

    The Permanent Secretary also stated that she had learnt about this week’s planned launch of the JEEP through the media, although she is the Accounting Officer for the Programme.

    The OCG attached a memorandum Sewell had addressed to transport and works minister, Dr. Omar Davis, in which she expressed concern about the lack of information about the employment programme.

    She noted in her memo that the programme was being closely monitored by the OCG, and that she had promised to forward certain information to that office as soon as the logistics of the programme were finalised.

    Sewell said it was therefore of concern that she learnt through the media of the planned launch of the programme and the allocation of $10 million per constituency.

    She requested that Davies advise her as soon as possible whenever decisions are taken about the programme, especially as they relate to expenditure given that they have implications for procurement.

    The OCG has said it will be closely monitoring the JEEP, which was a major plank of the People’s National Party’s election campaign last year.

    But the Office says it has been having difficulty getting certain information which is critical to the monitoring process.
    The same type of thinking that created a problem cannot be used to solve the problem.
