I would imagine there must be a more sinister side to it than that for the State Dept to get involved and start cancelling visas.

My guess is that US law enforcement has some issue with one or some of the principals in the company.

I suspect(no concrete facts to justify suspicion) that a licence for 4G service was granted to a fully owned Jamaican company, with probably little or no track record, over a more established US based company aND that is seen as bid rigging or as a violation of fair trade practice.
