    our local authority conducted NO (!!??) out of competition tests... if that bizarre and unbelievable statement is even true!
    Appears to be true but is somewhat misleading, as other agencies were performing tests of our athletes.

          Here is what she is NOT telling you:

          Jamaica spent US$60K (Jadco Budget) in fiscal year 2011, ie Apr 2011 to March 2012 and US$630K in FY 2012, a TEN fold increase. She came on board in June/July 2012 (left Feb 2013) and so benefited from the big budget. Ironically, testing only doubled from calendar year 2011 to 2012, so judge her efficacy from that.

          Next:

          Jakan athletes are tested OOC by 3 routes, Jadco for the locally based, IAAF for the elites AND anyone else they deem (Globally located) AND by the local anti-doping in any country where they have temporary or permanent residence (eg MVP in Lignano italy). I recall from memory, Bolt was tested 14 times in 2008, Asafa 13 and Tyson Gay 4! Remeber when Asafa was bawling for all the blood test in Beijing, ie 3 in 4 days??

          A critical FACT is being (deliberately) left out of the information that is being fed to the public. The fact is that Jakan elite athletes are tested on an Out of Competition basis by the IAAF regardless of whether or not Jadco is conducting out of competition testing.

          So the statement that "there was only one out of competition test in Jamaica between March 2012 and up to the London Olympics" is blatantly untrue. Perhaps Jadco only conducted one out of competition test in that time period, however Jamaican athletes ranked in the top 15 in the world in their respective events were tested numerous times during that period on an out of competition basis by the IAAF. That testing took place in Jamaica and outside of Jamaica.

          Is Jadco in need of a thorough revamping? Yes.

          Has the message AS DELIVERED this week implied that our Jamaican elite athletes were not drug tested at all between March 2012 and the London Olympics? Sadly yes.

          Fix Jadco without further crucifying our elite athletes.

          For emphasis here is a quote from one of numerous international reports of the matter:

          "As the accompanying chart notes, in the three months leading up to the Olympics, not one Jamaican athlete was tested out-of-competition—when dopers are more likely to be caught by surprise and fail a test."

          There seems to be some coordination in testing too, as in 2011 calendar year, the IAAF conducted OOC tests on 32 Jakan athletes, of which 14 were in the 4+ category ( notably not including BG Wikins, Asafa and VCB). In 2012, when Jadco had a 10 fold increase in budget from US$60K to $630K (which was effective for the last 9 months of that calenday year), the IAAF increased the number of athletes tested, but the 4+ category was halved to just 7 (casting a wider net but focussing on the biggest stars: VCB/ASAFA/BLAKE/BOLT/SAFP/Kerron/BGW).

          Between the 2 testing entities, they pretty much seem to have covered everyone. To know for sure, timing of the tests would be very helpful info to have.

          Finally:

          Jamaica sent 45 athletes to Moscow, of which at least 5 never competed at all, but either were injured or served as unused backop.

          If 19 were covered by the IAAF for OOC, combined with OOC tests in their European bases, then the 40 competive athletes indeed were likely all tested OOC at some point. Only 4 athletes won individual medals and 3 of them are on the IAAF list and Nesta Carter must have been tested OOC at some point in 2012/2013.

            And it has been covered here and on the CTFF for years now.

            IAAF knows that as long as JADCO is not up to speed, we will have special coverage from them.

            Jadco had a 10fold increase in budget for FY2012!

            People figget how long we went without an IMF agreement? Plus the fact that anything GOJ dependent is slow, bungling annd lacks a certain level of quality. Also, Health/education/job creation, etc are chronically underfunded, so prioritization is a key consideration.

            The fact is that we have had a low level of busts compared to our biggest rivals and when we do get busted, WE DO it in competition in Jamaica and its normally for Stimulants, often not even on any list, just related substances clause!!!

            Basically Shirley and the rest are guilty of lies of omission!

              It would be most interesting to see a 6month interim report of Calendar year 2013 to see if there really is a lingering problem. Lets put a little analysis into this:

              The period in bold above represents the fiscal year 2011 overhang for which the TOTAL Jadco testing budget was ...tah dah...US$62K!!! At US$350 per kit (not counting people cost and infrastructure), just how many tests could Jadco be expected to do? They were given a basket to carry water. The FY 2012 budget for testing was US$550K and for next year FY2013 is US$630K. Clearly they were depending on the IAAF to do the OOC monitoring and the IAAF did cover 37 athletes, 7 of them intensely. Jadco also did 10 OOC tests (all sports) in Feb 2012!

              The Budget year starts in April and disbursements effectively start in May. Just look at the explosion of tests for the last 8 months of the year! Talk about pent up demand! Anne Shirley started in June/July of 2012, but was involved from at least a year before on interim committes, etc.

              So, it seems to me that Jado tested when they had money and resources and if any big blame, it should go to their funders. The GOJ of course would have many other priorities after elections, not least of which would be securing an IMF agreement!

              Now, with the current hullaballo, only an intereim report for 2013 can tell us if something is rotten or if testing continued at the new higher rate seen in 2nd half 2012!

                  Just saw this. Came as looking as you recommended.

                  ...you point out what we all know - Anne Shirley's outburst was ill-timed. ...and as outbursts often are, not presented in best possible manner.

                  ...but it still pointed to a 'falling down on the job" by JADCO.
                  It is simple, we are a world power in the sprints and our managers must manage in a manner to protect our position (as world sprint champs), the athletes and Jamaica. So far they have been doing a poor job.

                  ...and I shall say it again, it is a waste of time and effort to be focusing on Anne Shirley the person and not on rectifying the 'fault-lines' she has exposed.

                  ...as to the media houses affording Ms. Shirley continued access to air her views that only keeps the 'cass-cass' alive when the GOJ and JADCO should take control of the messaging (good PR people needed????) and just put out a simple - no cass-cass with Ms. Shirley - message.

                  ...e.g. We have been reviewing operations at JADCO and are addressing matters which have caused us some concern. Of course a lead into that would be a release of 'complete stats' on/of testing of our athletes by JADCO and WADO and if any, any other authorized source. END of STORY!!!

                  Just get to protecting our status as top sprint champions, (image of) our athletes and our country. Just do it!!!

                    Ahh, she is making the stink about FY2011 results and we are now FY2013! The testing in H2 2012 was substantially up and the trend seems great. Why the outburst now when the problem is largely fixed and budget much more reasonable???
